Halve the potatoes. Toss them in a bowl with the olive oil, garlic powder, salt, and pepper.
Line a baking dish with parchment paper. Sprinkle with the parmesan cheese.
Arrange the potatoes on top, cut-side down. Brush the potatoes with any olive oil left in the bowl.
Bake in a preheated oven at 400F/200C for 30 minutes or until golden.
For the dip just mix all the ingredients together in a small bowl.
